29 CFR 1926.503(c)(3): When the employer has reason to believe that any affected employee who has already been trained does not have the understanding and skill required by paragraph (a) of this section, the employer shall retrain each such employee. a) Clay Town Hall, 4401 State Route 31, Clay, NY 13401: On or about 4/25/24, workers were performing roofing work on a low slope roof (2:12), with ground to eave heights of 12 and 14 feet, where workers were not attached to available fall protection equipment, and where one anchor was observed to have two snaphook / lifeline connections, and where the worksite was under the supervision of a foreman who did not address the issues. Abatement documentation must be submitted for this item.

Or, on roofs 50-feet (15.25 m) or less in width, each employee was not protected by use of a monitoring system: a) Clay Town Hall, 4401 State Route 31, Clay, NY 13401: On or about 4/25/24, workers were performing roofing work on a low slope roof (2:12), with ground to eave heights of 12 and 14 feet, without fall protection of any kind. Pulver Roofing Co., Inc. was previously cited for a violation of this occupational safety and health standard or its equivalent standard CFR 1926.501(b)(1), which was contained in OSHA inspection number 1449640, citation number 1, item number 1 and was affirmed as a final order on 11/09/20, with respect to a workplace located at 811 Court Street, Utica, NY 13502.
