1910.147(c)(4)(ii)(D The procedures shall clearly and specifically outline the scope, purpose, authorization, rules, and techniques to be utilized for the control of hazardous energy, and the means to enforce compliance including, but not limited to, the following: Specific requirements for testing a machine or equipment to determine and verify the effectiveness of lockout devices, tagout devices, and other energy control measures.   a. Ford Motor Company - Lima, Ohio: On or about May 3, 2024, a periodic inspection of the energy control procedures was not performed to assure that lockout/tagout procedures and requirements of 29 CFR 1910.147 were being followed.  The employer did not ensure that the energy control procedures for OP-070-1 Grob CNC machine was inspected annually.    b. Ford Motor Company - Lima, Ohio: On or about May 3, 2024, a periodic inspection of the energy control procedures was not performed to assure that lockout/tagout procedures and requirements of 29 CFR 1910.147 were being followed.  The employer did not ensure that the energy control procedures for OP-05 Conveyor machine was inspected annually.    In accordance with 29 CFR 1903.19(d), abatement certification is required for this violation (using the CERTIFICATION OF CORRECTIVE ACTION WORKSHEET), and in addition, documentation demonstrating that abatement is complete must be included with your certification.  This documentation may include, but is not limited to, evidence of the purchase or repair of the equipment, photographic or video evidence, or written records.
