Such programs shall provide for frequent and regular inspections of the job sites, materials, and equipment to be made by competent persons designated by the employers.  a) On or about May 16, 2024, the employer Halker Drywall did not ensure that a designated competent person conducted adequate frequent and regular inspections in that employees were not utilizing fall protection while installing farming in the soffit and were exposed to a fall hazard of approximately 30 feet to the interior concrete floor of the building.

29 CFR  1926.451(g)(1):Fall Protection. Each employee on a scaffold more than 10 feet (3.1 m) above a lower level shall be protected from falling to that lower level. Paragraphs (g)(1)(i) through (vii) of this section establish the types of fall protection to be provided to the employees on each type of scaffold. Paragraph (g)(2) of this section addresses fall protection for scaffold erectors and dismantlers. Note to paragraph (g)(1): The fall protection requirements for employees installing suspension scaffold support systems on floors, roofs, and other elevated surfaces are set forth in subpart M of this part.  a) On or about May 16, 2024 the employer did not provide fall protection to employees working on a scaffold in that the employee was working on a commercial roof on the top of an 8 foot Baker scaffold located next to a window opening approximately 24 feet from the interior opening to ground, exposing the employee to an interior fall height of approximately 32 feet to ground.
