29 CFR 1926.501(b)(13):Each employee(s) engaged in residential construction activities 6 feet (1.8 m) or more above lower levels were not protected by guardrail systems, safety net system, or personal fall arrest system, nor were employee(s) provided with an alternative fall protection measure under another provision of paragraph 1926.501 (b): a.) Allen Byler Construction; 117 North Park St., Sykesville, PA 15865: Residential roof- on or about 05/22/2024 and at times prior thereto, employees were exposed to fall hazards due to unprotected sides/edges on the 2nd story of a residential house. Employees were observed raising walls on the 2nd floor of the house without fall protection systems or guardrail systems in place. Employees were exposed to fall hazards of 19-feet to the ground level.

29 CFR 1926.1053(b)(1):Where portable ladders were used for access to an upper landing surface and the ladder's length allows, the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface being accessed: a.) Allen Byler Construction; 117 North Park St., Sykesville, PA 15865: Residential roof- on or about 05/22/2024 and at times prior thereto, the Werner extension ladder that was utilized to access the 2nd floor was only 1-foot above the upper landing surface 19-feet above ground level.
