29 CFR  1926.453(b)(2)(v):A body belt was not worn and/or a lanyard was not attached to the boom or basket when working from an aerial lift :Note:  As of January 1, 1998, subpart M of this part (1926.502(d)) provides that body belts are not acceptable as part of a personal fall arrest system.  The use of a body belt in a tethering system or in a restraint system is acceptable and is regulated.  (a) 301 Hamilton St. Allentown, PA., JLG Aerial Lift Basket: On or about June 3, 2024, an employee was observed working from the basket of JLG aerial lift, however, a body belt was not worn by  the employee to attached to the boom or basket .

29 CFR  1926.501(b)(1):Each employee on a walking/working surface with an unprotected side or edge which was 6 feet (1.8 m) or more above a lower level was not protected from falling by the use of guardrail systems, safety net systems, or personal fall arrest systems:  (a) 301 Hamilton St. Allentown, PA.: On or about June 3, 2024, framing employees were installing decking along the roof edge of a two-story commercial building under construction, but fall protection was not in place and employees were exposed to a fall hazard greater than 6 feet.
