29 CFR  1926.20(b)(2):The employer did not initiate and maintain a safety program which provides for frequent and regular inspections of jobsites, materials, and equipment to be made by a competent person:  a) On July 3, 2024, Platinum Coatings Inc., as the controlling employer, did not ensure a safety program was developed and implemented for the work environment, to include effective frequent and regular inspections made by a competent person of the job-site, materials, and equipment. Two subcontractor employees were using a Genie Articulating Boom Lift ZX135, Serial Number ZX135H-5138, to reach the top of the apartment complex to apply stucco without utilizing a fall protection system. This condition exposed subcontractor employees to a fall hazard of approximately 70 feet to the ground below.
