29 CFR 1926.451(g)(4)(i): Guardrail systems were not installed along all open sides and ends of platforms before being released for use by employees other than erection/dismantling crews: a) Jobsite located at or near 290-292 Morris Avenue, Woodlyn, PA - On or about July 11, 2024, the employer did not ensure that all open sides and ends of the scaffold were protected by use of guardrail systems, thereby exposing an employee conducting siding installation on a residential building to falls of approximately 14.5 feet. EC Siding, LLC was previously cited for a violation of this occupational safety and health standard or its equivalent standard, which was contained in OSHA inspection number 1726556, citation number 1, item number 3 and was affirmed as a final order on June 12, 2024, with respect to a workplace located at Lot 554 Angelou Avenue, Middletown, DE 19709.

29 CFR 1926.452(j)(2): Poles were not secured to the structure by rigid triangular bracing or equivalent at the bottom, top, and other points as necessary: a) Jobsite located at or near 290-292 Morris Avenue, Woodlyn, PA - On or about July 11, 2024, the employer did not ensure that the poles to an Alum-A-Pole pump jack scaffold were secured to the structure by rigid triangular bracing or equivalent at the bottom of the poles as needed before use, thereby exposing an employee to fall hazards. An employee was conducting siding installation from the platform of an Alum-A-Pole pump jack scaffold approximately 14.5 feet above ground level. EC Siding, LLC was previously cited for a violation of this occupational safety and health standard or its equivalent standard, which was contained in OSHA inspection number 1726556, citation number 2, item number 1 and was affirmed as a final order on June 12, 2024, with respect to a workplace located at Lot 554 Angelou Avenue, Middletown, DE 19709. EC Siding, LLC was previously cited for a violation of this occupational safety and health standard or its equivalent standard, which was contained in OSHA inspection number 1425022, citation number 1, item number 2 and was affirmed as a final order on April 2, 2020, with respect to a workplace located at 605 Vivaldi Drive Lot #923 Middletown, DE 19709.
