29 CFR 1926.20(b)(2): The employer did not initiate and maintain a safety program which provides for frequent and regular inspections of jobsites, materials, and equipment to be made by a competent person(s). a) At the site located at 101 South Hilltop Road, Brandon, FL 33511; on or about June 28, 2024, the employer did not ensure that a competent person conducted an adequate inspection of the job site to identify heat related hazards and implement means to prevent heat-related illnesses. Employees were exposed to the hazard of high heat from the sun during the performance of their job duties, including the installation of utilities and storm drainage. The calculated Wet Bulb Globe Temperature (WBGT) ranged from 26?-34? (79? to 95?) and a calculated heat index of 25?-40? (78? to 103?) while working outdoors for approximately 7.5 hours performing moderate manual labor. Such exposures are likely to lead to the development of serious heat-related illnesses such as, but not limited to, heat cramps, heat stress, heat exhaustion, and heat stroke.
