Employees were observed installing new shingles on a residential rooftop approximately 25 feet above the lower level without a means of fall protection exposing the employees to fall hazards. 29 CFR 1926.1053(b)(1): Where portable ladders were used for access to an upper landing surface and the ladder's length allows, the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface being accessed: 1.) On or about July 18, 2024, at 56-50 Francis Lewis BLVD, Oakland Gardens, NY 11364. An extension ladder used by employees to access a residential rooftop was observed extended approximately (2) feet above the upper landing surface exposing employees to fall hazards. ABATEMENT CERTIFICATION IS NOT REQUIRED
