29 CFR 1910.119(j)(2): The employer did not establish written procedures to maintain the on-going integrity of process equipment: (a) On July 24, 2024, and at times prior, at the Citgo refinery facility (FCCU) in Corpus Christi, Texas, the employer did not develop an MI program procedure for calibrating the engineering controls that are intended to act as a safeguard for the gas compressor 032-C-001 including: I) 032-PSH-007 - Pressure Switch II) 32-TIT-003 - 2nd Stage Disc High Temp III) 032-TIT-124 - Lube Oil Supply High Temp (b) On July 24, 2024, and at times prior, at the Citgo refinery facility (FCCU) in Corpus Christi, Texas, the employer did not specify the inspection frequency requirements in its mechanical integrity program procedures for all control equipment that serves as safeguards for Gas Compressor 032-C-001, including the shutdown and alarm systems. (c) On July 24, 2024, and at times prior, at the Citgo refinery facility (FCCU) in Corpus Christi, Texas, the employer did not list inspection frequency requirements in its mechanical integrity program procedures for critical check valves.
