Condition was observed on or about July 26, 2024.

29 CFR 1926.1051(a): A stairway or ladder shall be provided at all personnel points of access where there is a break in elevation of 19 inches (48 cm) or more, and no ramp, runway, sloped embankment, or personnel hoist is provided: a) Jobsite located at 103 South 63rd Street, Philadelphia - The employer did not ensure that a ladder or stairway was provided at the jobsite as safe means of access to the entrance of the residential building approximately 3 feet above the ground surface, thereby exposing employees to fall hazards. Condition was observed on or about July 26, 2024.
