29 CFR 1926.20(b)(2):The employer did not initiate and maintain a safety program which provides for frequent and regular inspections of jobsites, materials, and equipment to be made by a competent person: a) On or about May 23, 2024, and at times prior, A & K Roofing & Gutters Inc., as the controlling employer did not ensure a safety program was developed and implemented for the work environment, to include effective frequent and regular inspections made by a competent person of the job-site, materials, and equipment. Four subcontractor employees tearing off shingles on the second level worked near the edge of the building without utilizing a fall protection system. This condition exposed subcontractor employees to a fall hazard of 9 feet 5 inches to the ground below.
