29 CFR  1926.451(b)(3):  Where guardrails were not installed along the front edge of the platform or all employees were not protected from falling with the use of personal fall arrest systems, the front edge of the scaffold platform was more than 14 inches:  On or about August 2, 2024, employees performing framing activities at the Rhino Construction site located at 13178 Lincoln Rd, Omaha, were exposed to fall hazards in that they were not using fall protection while working from an elevated telehandler platform that did not have a guardrail on the front edge. Specifically, an employee who removed his fall protection was installing a facia panel on an apartment building while working from a telehandler platform without a front guard rail approximately 30 ft above the ground and approximately 36 inches from the front of the apartment building.
