29 CFR 1926.451(e)(1): When scaffold platforms were more than 2 feet (0.6 m) above or below a point of access, portable ladders, hook-on ladders, attachable ladders, stair towers (scaffold stairway's/towers), stairway-type ladders (such as ladder stands), ramps, walkways, integral prefabricated scaffold access, or direct access from other scaffold, structure, personnel hoist, or similar surface was not used. Cross braces were used as a means of access. a) On or about August 12, 2024, located at, 8300 SW 8th Street Miami FL 33144, the employer did not provide employees with a portable ladder, hook on ladder, attachable ladder stair tower, stairway type ladder, or a ramp to access the scaffold, thereby exposing employees to a 7-feet 11-inch fall hazard while observed climbing the sides of the scaffolding and cross braces to access the upper levels of the 40-foot scaffolding they were using to apply stucco cement to the sides of the exterior building.
