Defective rigging equipment shall be removed from service:  Site - A frayed 10,000 pound Husky strap was used as rigging between a Caterpillar TL943D rough terrain and a pre-framed wall.  While setting the wall, the strap broke.  The employer failed to inspect the strap to ensure that it was safe for use as rigging equipment.
