29 CFR  1926.501(b)(11): Each employee on a steep roof with unprotected sides and edges 6 feet (1.8 m) or more above lower levels shall be protected from falling by guardrail systems with toe boards, safety net systems, or personal fall arrest systems.  a) On or about 08/27/2024, at 82 Rugby Avenue in Rochester, New York ,  the employer did not enforce the use of fall protection, for employees  involved in a roof "tear off" and roof  installation 20  feet above lower levels.  Employees were allowed to perform roofing work, including a roof tear off and installation, without fall protection, exposing them to fall hazards.  NO ABATEMENT CERTIFICATION REQUIRED
