29 CFR 1926.1053(b)(1): Where portable ladders were used for access to an upper landing surface and the ladder's length allows, the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface being accessed:  a) 1325 Carlisle Road, Camp Hill, PA, Worksite - On or about August 27, 2024, employees were observed working in a straight-cut trench approximately 6 feet deep, with an 8-foot ladder for a safe means of egress that did not extend 3 feet above the upper landing surface, exposing employees to a fall hazard.  Abatement certification required within 10 days after abatement date. The certification shall include a statement that abatement is complete, date and method of abatement, and state employees and their representatives were informed of this abatement.
