1926.503(c)(3):  When the employer has reason to believe that any affected employee who has already been trained does not have the understanding and skill required by paragraph (a) of 29 CFR 1926.503, the employer did not retrain employees where inadequacies in an affected employee?s knowledge or use of fall protection systems or equipment indicated that the employee had not retained the requisite understanding or skill.  a) 223 East Garden Street, Rome, NY  13440, on the roof, on or about 9/5/24: Workers were installing roofing materials onto a 12:12 pitch roof and a 1:12 pitch roof with ground to eave heights of 26 feet without fall protection  and without having been trained by a competent person able to identify the fall hazards present and application of systems to protect the workers.
