29 CFR 1926.501(b)(13):Each employee engaged in residential construction activities 6 feet (1.8 m)  or more above lower levels was not protected by guardrail systems, safety net systems, personal fall arrest systems, or an alternative fall protection measure under another provision of paragraph 1926.501(b), nor did the employer demonstrate that it is infeasible or creates a greater hazard to use these systems and develop and implement a fall protection plan which meets the requirements of paragraph (k) of section 1926.502:   a) Top plate: On or about September 19, 2024, the employer exposed employees to fall hazards of approximately 21 feet, 6 inches to the lower level, in that a fall protection system was not provided to employees engaged in framing activities using the top plate as a walking/working surface.

29 CFR 1926.1052(b)(3): Treads for temporary stairway service were not installed the full width and/or depth of the stair:  a) Stairway, On or about September 19, 2024, the employer exposed employees to fall hazards of approximately 10 feet, 9 inches to the lower level, in that job-made wood stairways treads were not fully covered, when employees used the stairway to access the first and second levels while engaged in framing activities.

29 CFR  1926.1052(c)(1)(ii): Stairways having four or more risers or rising more than 30 inches (76 cm), whichever is less, were not equipped with a stair rail system along each unprotected side or edge:  a) Stairway, On or about September 19, 2024, the employer exposed employees to fall hazards of approximately 10 feet, 9 inches to the lower level, in that the stairway used for access was not equipped with a handrail system along each unprotected side or edge, when employees were engaged in framing activities on the upper levels.
