Employees engaged in residential roofing activities were exposed to fall hazards of approximately 8 feet from the eave of the residential construction to the ground below. Employees were not adequately protected from falling by guardrail systems, a safety net system, or personal fall arrest system.

29 CFR 1926.1053(b)(1): Where portable ladders were used for access to upper landing surfaces, the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface to which the ladders were used to gain access. At a jobsite located at 5104 Longview Rd., Shawnee, Kansas 66226, employees were exposed to fall hazards. Employees engaged in roofing activities were accessing the elevated working surface utilizing a Werner 24-foot metal extension ladder. The extension ladder side rails did not extend at least 3 feet above the upper landing surface being accessed. The employees were were exposed to fall hazards of approximately 9 feet from the eave of the building to the ground below.
