29 CFR  1926.21(b)(2): The employer did not instruct each employee in the recognition and avoidance of unsafe conditions and the regulation(s) applicable to his work environment to control or eliminate any hazards or other exposure to illness or injury:  On or about September 19, 2024, and at times prior thereto, employees with no fall protection were exposed to a fall hazard greater than 6 feet to the ground level below while installing decking boards without training on fall hazard recognition.

29 CFR  1926.501(b)(1): Each employee on a walking/working surface with an unprotected side or edge which was 6 feet (1.8 m) or more above a lower level was not protected from falling by the use of guardrail systems, safety net systems, or personal fall arrest systems:  September 19, 2024, employees on the east side of the construction site were installing decking boards without a fall protection system in place.
