29 CFR 1903.19(c)(1):The employer did not certify to OSHA, within 10 calendar days after the abatement date, that the cited violation had been abated:  (a) Specialty Strip & Oscillating, Inc. failed to certify abatement within 10 calendar days after the abatement date that each of the following cited violations had been corrected:    Citation 1, Item 1, a serious violation of 29 CFR 1910.147(c)(1) with an abatement date of March 28, 2025.   Citation 1, item 2, a serious violation of 29 CFR 1910.178(l)(4)(iii) with an abatement date of March 28, 2025.   Citation 1, item 3, a serious violation of 29 CFR 1910.212(a)(1) with an abatement date of March 13, 2025.       In accordance with 29 CFR 1903.19(c), abatement certification is required for this violation (using the CERTIFICATIONS OF THE CORRECTIVE ACTION WORKSHEET).

29 CFR  1910.147(c)(1):The employer did not establish a program consisting of an energy control procedure, employee training and periodic inspections to ensure that before any employee performed any servicing or maintenance on a machine or equipment where the unexpected energizing, startup or release of stored energy could occur and cause injury, the machine or equipment shall be isolated from the energy source and rendered inoperative:  On or about October 1, 2024, the employer did not ensure that a program for the control of hazardous energies (LO/TO) had been established and in place at the facility. Employees are tasked with the service, maintenance, and operation (including setup) of equipment at the facility including but not limited to oscillators, straighteners, take up reels, and other equipment for production purposes. Hazardous energies present on equipment includes but is not limited to pneumatic, hydraulic, mechanical, and electrical.

29 CFR  1910.212(a)(1):One or more methods of machine guarding was not provided to protect the operator and other employees in the machine area from hazards such as those created by point of operation, ingoing nip points, rotating parts, flying chips and sparks:  a) On or about October 1, 2024, the employer did not ensure that effective machine guarding was in place on the oscillating equipment within the facility. Interlock mechanisms installed on to the equipment to prevent employees from reaching hazardous machine components did not function. Additionally, barrier guarding was not in place to prevent operators from reaching the hazardous area.   b) On or about October 1, 2024, the employer did not ensure that effective machine guarding was in place on the take up portion area of the oscillator machine. Barrier guarding was not in place to prevent employees from the in going nip points where steel product travels across pulleys and drawing apparatus.
