29 CFR 1926.20(b)(2): Such programs shall provide for frequent and regular inspections of the job sites, materials, and equipment to be made by competent persons designated by the employers: a) Jobsite: 650 Fairmount Ave, Philadelphia, PA 19123 - On or about February 8, 2023, the employer did not perform frequent and regular inspections of the jobsite to identify working conditions which are hazardous to the health or safety of employees, such as, but not limited to, fall hazards from unanchored mast climber scaffold. Pelco Builders Inc. was previously cited for a violation of this occupational safety and health standard or its equivalent standard 1926.20(b)(2), which was contained in OSHA inspection number 1666401, citation number 1, item number 1 and was affirmed as a final order on 11/22/2023, with respect to a workplace located at 814 N 2nd St, Philadelphia, PA 19123.

On or about October 7, 2024, the employer did not ensure two employees descending and ascending a loading dock were using a ladder in the manner in which it was designed. Employees were using a closed 6-foot A-frame ladder, propped against the loading dock. b) Jobsite located at 500 Christopher Columbus Blvd. Philadelphia PA 19123. On or about October 7, 2024, the employer did not ensure an employee was using a ladder in the manner in which it was designed. One employee was using a closed 10-foot A-frame ladder, propped against the side of the loading dock to access the scaffold.
