Such programs shall provide for frequent and regular inspections of the job sites, materials, and equipment to be made by competent persons designated by the employers. On or about October 9, 2024, at a worksite located at 1436 North 16th Street in Manitowoc, Wisconsin; the employer did not provide for frequent and regular inspections of the job site to identify subcontractor employees exposed to fall hazards of approximately 8 feet while removing the existing roof from a residence.

29 CFR 1926.501(b)(13): "Residential construction." Each employee engaged in residential construction activities 6 feet (1.8 m) or more above lower levels shall be protected by guardrail systems, safety net system, or personal fall arrest system unless another provision in paragraph (b) of this section provides for an alternative fall protection measure. On or about October 9, 2024, at a worksite located at 1436 North 16th Street in Manitowoc, Wisconsin; employees of E&R Roofing Contractors LLC were exposed to fall hazards of approximately 8 feet to the ground level while removing an existing residential roof without fall protection.
