29 CFR 1910.1200(e)(1): The employer did not develop, implement and maintain at the workplace, a written hazard communication program which at least describes how the criteria specified in paragraphs (f), (g) and (h) of this section for labels and other forms of warning, material safety data sheets, and employee information and training will be met: (a) On or before October 15, 2024, and at times prior, the employer did not effectively nor adequately maintain a written hazard communication program in that the employer failed to require proper chemical labeling on containers. This condition exposed employees to chemical hazards.

29 CFR 1910.1200(f)(6)(ii): The employer did not ensure that each container of hazardous chemicals in the workplace was labeled, tagged or marked with words, pictures, symbols, or combination thereof, which provide at least general information regarding the hazards of the chemicals. (a) On or before October 15, 2024, and at times prior, the employer did not ensure secondary containers of chemicals were labeled correctly with the chemical content of the container and the hazard warnings of the chemical contained therein. There were unlabeled containers including spray bottles, buckets and plastic containers in the service shop. This condition exposed employees to skin, eye and respiratory hazards.
