29 CFR  1910.147(c)(4)(ii): Procedures did not clearly and specifically outline the scope, purpose, authorization, rules, and techniques to be utilized for the control of hazardous energy, and the means to enforce compliance including, but not limited to, 29 CFR 1910.147(c)(4)(ii)(A), (c)(4)(ii)(B), (c)(4)(ii)(C) and (c)(4)(ii)(D):  On or about October 13, 2024, at the Bale Lift 638-110-200, employees performed maintenance and servicing such as but not limited to the chain tensioning weight using deficient hazardous energy control procedures, in that:   a) The procedures did not include specific procedural steps for isolating, blocking, releasing, and securing the stored energy.  b)  The procedures did not include specific steps on how to place, transfer, and remove lockout devices.  c)  The procedures did not include specific requirements for testing and verifying the machine or equipment.   Domtar Paper, LLC was previously cited for a violation of this occupational safety and health standard or its equivalent standard, 1910.147(c)(4)(ii), which was contained in OSHA inspection number 1677044, citation number 1, item number 1-a and was affirmed as a final order on November 30, 2023, with respect to a workplace located at 200 N Grand Avenue, Rothschild, Wisconsin.
