29 CFR  1910.29(b)(10):29 CFR 1910.29(b)(10): The employer did not ensure that when guardrail systems are used at hoist areas, a removable guardrail section, consisting of a top rail and midrail, are placed across the access opening between guardrail sections when employees are not performing hoisting operations. The employer may use chains or gates instead of a removable guardrail section at hoist areas if the employer demonstrates the chains or gates provide a level of safety equivalent to guardrails.  Location: 35 Eastman Street, Easton MA. 02334                  On or about October 25, 2024, employees working on the mezzanine level were exposed to falls of approximately 14 feet to the ground below, where the plastic chain used in place of standard guardrails in the hoist area did not provide a level of safety equivalent to guardrails, in that there was no mid rail equivalent, the chain was not taut and sagged to a height of approximately 25 in. above the mezzanine floor, and the plastic chain was not intended to withstand a force of at least 200 lbs.
