29 CFR 1926.1053(b)(1): Where portable ladders were used for access to an upper landing surface and the ladder's length allows, the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface being accessed:  (a) East side of residential building; On or about October 30, 2024, a Werner extension ladder placed at ground level and used by employees to access the lower roof, was not adjusted to allow for the side rails to extend at least 3 feet above the landing surface.  (b) East side of residential building; On or about October 30, 2024, an extension ladder placed on the lower roof and used by employees to access the upper roof, was not adjusted to allow for the side rails to extend at least 3 feet above the landing surface.
