On or about November 1, 2024, in the warehouse loading dock area, the employer provided 3M Half face-mask respirators with respirator cartridges, for voluntary use by employees while working with the fluff from the granulating Machine., but had not developed and implemented the required elements of a respiratory protection program for voluntary use such as, but not limited to, ensuring employees were medically qualified to use a respirator.
