29 CFR 1926.960(b)(1)(i): Only qualified employees may work on or with exposed energized lines or parts of equipment. (a) On November 5, 2024, at or near 173rd Avenue SE between 23rd and 24th Street SE near Argusville, North Dakota, employees were exposed to electrical shock hazards while digging up and removing part of a decommissioned underground transmission line that was near a live 7.2 kV underground transmission line. These employees were not properly qualified to work on or with exposed energized lines or parts of equipment.

29 CFR 1926.960(b)(2): Electric lines and equipment shall be considered and treated as energized unless they have been deenergized in accordance with �1926.961. (b) On November 5, 2024, at or near 173rd Avenue SE between 23rd and 24th Street SE near Argusville, North Dakota, employees were exposed to an underground live 7.2kV electrical line while removing decommissioned lines. The employer failed to inform its employees that a line had been cut, spliced, and reenergized and did not advise employees the location of the live lines nor did they use instrumentation to detect for live lines.
