29 CFR 1918.97(e)(1): The employer did not ensure that there was in the vicinity of each vessel being worked, at least one U.S. Coast Guard approved 30-inch life-ring with no less than 90 feet of line attached, and at least one portable or permanent ladder that reaches from the top of the apron to the surface of the water. HMM Ruby, Berth 404: On or about November 5th, 2024, and at times prior thereto, the employer did not ensure the total length of the U.S. Coast Guard 30 -inch life-ring attached line was no less than 90 feet. This condition potentially exposed employee(s) were exposed to drowning hazards. In the following locations: a) Crane 15, the line was not attached to the life ring and measured 83 feet. b) Crane 11, the line was attached to the life ring and measured 75 feet.
