29 CFR 1926.451(e)(1):When scaffold platforms were more than 2 feet (0.6 m) above or below a point of access, portable ladders, hook-on ladders, attachable ladders, stair towers (scaffold stairways/towers), stairway-type ladders (such as ladder stands), ramps, walkways, integral prefabricated scaffold access, or direct access from other scaffold, structure, personnel hoist, or similar surface was not used. Cross braces were used as a means of access: a) Jobsite located at 614 North 12th Street, PA.- The employer did not ensure that employees were provided with a safe means to access and egress the supported tubular welded frame scaffold. The employees climbed the scaffold end frames and cross braces to access the 1st and 2nd working platforms, approximately 7 1/2 - 15 feet above the ground level. Condition was observed on or about November 15, 2024.
