29 CFR 1910.67(c)(2)(v): A personal fall arrest or travel restraint system that meets the requirements in 29 CFR part 1910, subpart I, shall be worn and attached to the boom or basket when working from an aerial lift.  On or about November 18, 2024, at the residence located at 3136 Buttercup Road Neenah, Wisconsin; employees working from a JLG T500J Towable Boom lift were not utilizing fall protection while installing holiday lighting on trees exposing the employees to fall hazards of greater than 15 feet to the hard surface below.
