29 CFR 1926.1053(b)(1): Where portable ladders were used for access to an upper landing surface and the ladder's length allows, the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface being accessed: (a) 307 Montrose Drive, South Charleston, WV 25303: On October 10, 2024, employees were replacing roof shingles on a steep-sloped roof, approximately 11 feet 4 inches above grade. The extension ladder being used to access the upper landing surface extended approximately 1 1/2 feet above the edge of the roof.
