29 CFR 1926.1053(b)(1):Because of the portable ladder's length, the ladder side rails did not extend to at least 3 feet (.9 m) above the upper landing surface to which the ladder was used to gain access and the ladder was not secured at its top to a rigid support. (a) On November 25, 2024, employees were exposed to a fall hazard of approximately 11-feet while using a ladder to access the roof of a single-family residential home. The top end of the ladder was resting against the eave of the roof and did not extend past the landing surface.
