29 CFR  1915.73(e): When employees were working near the unguarded edges of decks of vessels afloat, they were not protected by personal flotation devices meeting the requirements of 29 CFR 1915.158(a).  On or before November 23, 2024, on KIRBY 28062 barge located in the Harvey Canal; employee(s) installing wire cable along the edge of the barge were exposed to the hazard of falling into the water below.
