29 CFR 1910.147(c)(4)(ii): Procedures did not clearly and specifically outline the scope, purpose, authorization, rules, and techniques to be utilized for the control of hazardous energy, and the means to enforce compliance including, but not limited to, 29 CFR 1910.147(c)(4)(ii)(A), (c)(4)(ii)(B), (c)(4)(ii)(C) and (c)(4)(ii)(D): On or about December 5, 2024, the employer did not ensure that the energy control procedures addressed all potentially hazardous energy sources for employees who perform servicing operations on equipment such as, but not limited, to the Old Rivers Sealer (SOP-054 8300 Sealer). Servicing operations included, equipment tear down and sanitation. Noted deficiencies included, but may not be limited to, the following: (1) A specific statement for the intended use of the procedure pursuant to 1910.147(c)(4)(ii)(A). The procedure did not specifically outline it's intended purpose such as repairs, adjustments, or cleaning/sanitation activities. (2) Specific procedural steps for shutting down, isolating, blocking and securing machines or equipment to control hazardous energy pursuant to 1910.147(c)(4)(ii)(B). The procedure did not specifically address controlling the Old Rivers Sealer's Pneumatic energy source prior to performing service and maintenance activities on equipment. (3) Specific procedural steps for the placement, removal and transfer of lockout devices or tagout devices and the responsibility for them pursuant to 1910.147(c)(4)(ii)(C). The procedure was not specific to the location, isolating device, or lockout device to be used, such as but not limited to a manually operated electrical circuit breaker, disconnect switch, line valves, safety blocks, or any similar devices used to block or isolate energy that is no control circuit type devices.
