29 CFR 1926.20(b)(2): The employer does not initiate and maintain a safety program which provides for frequent and regular inspections of jobsites, materials, and equipment to be made by a competent person   a) The employer is failing to ensure that subcontractor employees engaged in roofing operations are protected from jobsite hazards. The employer does not ensure that a competent person inspects jobsites on a frequent and regular basis for the purposes of ensuring employee safety. The employer did not implement a safety program to discover safety violations and implement abatement. On or about December 6, 2024, and at times prior, this practice led to the employer not ensuring that subcontractor employees were protected from jobsite hazards including fall hazards in excess of 6 ft, struck-by hazards from falling material, and eye and head hazards from flying objects from pneumatic driven nail guns.  To abate this violation, the employer must comply with this standard at all of its job sites to ensure subcontractor employees engaged in residential construction activities are regularly inspected by a competent person. These frequent inspections ensure adherence to applicable safety and health standards and the wellbeing of work crews.  Quick Roofing, LLC, was previously cited for a violation of this occupational safety and health standard or its equivalent standard, which was contained in OSHA inspection number 1699316, citation number 1, item number 1, and was affirmed as a final order on July 15, 2024, with respect to a workplace located at 16118 Mountain Flax Dr., Monument CO. 80132.  Quick Roofing LLC., was previously cited for a violation of this occupational safety and health standard or its equivalent standard, which was contained in OSHA inspection number 1606276, citation number 1, item number 1, and was affirmed as a final order on January 9, 2023, with respect to a workplace located at 17412 Hop Clover Ave in Parker, CO 80134.  Quick Roofing LLC., was previously cited for a violation of this occupational safety and health standard or its equivalent standard, which was contained in OSHA inspection number 1566396, citation number 1, item number 1, and was affirmed as a final order on April 11, 2023, with respect to a workplace located at 700 Parkside Drive, Argyle, TX 76226.
