The employer failed to provide documentation demonstrating the abatement methods and completion as cited in Citation 1 Items 1 and 2 for hazards associated with lack of fall protection and no fall protection training program.

29 CFR 1926.501(b)(13): Each employee(s) engaged in residential construction activities 6 feet (1.8 m) or more above lower levels were not protected by guardrail systems, safety net system, or personal fall arrest system, nor were employee(s) provided with an alternative fall protection measure under another provision of paragraph 1926.501 (b):   On or about December 10, 2024, employees were exposed to a fall of approximately 19 feet 4 inches while performing roofing activities on a residential home located at 239 Hartville Rd., Atwater, Ohio 44201. The employees were working on all areas of the roof, and the employer did not ensure that they were using fall protection.

29 CFR 1926.503(a)(1): The employer did not provide a training program for each employee potentially exposed to fall hazards to enable each employee to recognize the hazards of falling and the procedures to be followed in order to minimize these hazards:  On or about December 10, 2024, during the installation of roofing material on a two-story residential home located at 239 Hartville Rd., Atwater, Ohio 44021, the employer did not provide training  to each employee in the recognition fall hazards and the procedures to minimize fall hazards for the employees working from a roof approximately 19.4 feet above the ground.
