29 CFR  1910.1001(j)(5)(i): Labels shall be affixed to all raw materials, mixtures, scrap, waste, debris, and other products containing asbestos fibers or to their containers. When a building owner or employer identifies previously installed asbestos-containing material (ACM) and/or presumed asbestos-containing material (PACM), labels or signs shall be affixed or posted so that employees will be notified of what materials contain ACM and/or PACM. The employer did not attach such labels in areas where they would be clearly noticed by employees who were likely to be exposed:   (a) On or about December 9, 2024, and at times prior, at 1 Estate Hope, St. Croix, USVI - North Side of #6CDU, the employer did not affix or post labels or signs on identified ACM (asbestos containing material) and/or PACM (presumed asbestos containing material) that had been previously installed, so that employees would be notified of what materials contained ACM and/or PACM. The employer did not attach such labels in area(s) where they would be clearly noticed by employees who were likely to be exposed, such as near to the floor areas where employees were tasked to sweep.   Note:  Labels shall include the following information:  DANGER  CONTAINS ASBESTOS FIBERS  MAY CAUSE CANCER  CAUSES DAMAGE TO LUNGS  DO NOT BREATHE DUST  AVOID CREATING DUST  NOTE:  Certification of abatement is not required for this citation item since it was submitted prior to citation issuance.
