Except as otherwise provided in paragraph (b) of this section, each employee engaged in roofing activities on low-slope roofs, with unprotected sides and edges 6 feet (1.8 m) or more above lower levels shall be protected from falling by guardrail systems, safety net systems, personal fall arrest systems, or a combination of warning line system and guardrail system, warning line system and safety net system, or warning line system and personal fall arrest system, or warning line system and safety monitoring system.   a) On or about December 12, 2024, at 2319 South DuPont Highway, Camden, DE 19934 - CSHO observed two employees walking and working on the North side near the edge of a low sloped roof without fall protection.  Employees were observed on multiple occasions moving on the roof without any fall arrest measures being used.   b) On or about December 12, 2024, at 2319 South DuPont Highway, Camden, DE 19934 - Three employees including the competent person were observed walking and working on the Southeast side of the building. The competent person was exposed to the same hazard as the employees without any means of fall arrest equipment being used.
