29 CFR  1926.451(e)(1):When scaffold platforms were more than 2 feet (0.6 m) above or below a point of access, portable ladders, hook-on ladders, attachable ladders, stair towers (scaffold stairways/towers), stairway-type ladders (such as ladder stands), ramps, walkways, integral prefabricated scaffold access, or direct access from other scaffold, structure, personnel hoist, or similar surface was not used.  Cross braces were used as a means of access.   a.) At the worksite, located at 3543 NE Tenth Pl Cape Coral, FL 33909- BLDG 2 Back side side; On or about 12/17/24; the employer exposed employee to fall hazards of approximately 13ft, 14ft, 15ft, 20ft and 21ft, in that, a supported scaffold that was bridged on each level platform to a separate scaffolding platform was used without a full guardrail system in order to conduct stucco work operations on a newly built residential apartment building.
