1926.501(b)(11) "Steep roofs." Each employee on a steep roof with unprotected sides and edges 6 feet (1.8 m) or more above lower levels shall be protected from falling by guardrail systems with toeboards, safety net systems, or personal fall arrest systems. 29 CFR 1926.760(a)(1): Each employee engaged in a steel erection activity who is on a walking/working surface with an unprotected side or edge more than 15 feet (4.6 m) above a lower level was not protected from fall hazards by guardrail systems, safety net systems, personal fall arrest systems, positioning device systems, or fall restraint systems. On or about December 18, 2024, employees installing metal roof sheathing on a commercial building, at a height greater than fifteen feet, were not protected from falls to the lower level by guardrail systems, safety net systems, personal fall arrest systems, positioning device systems, or fall restraint systems.

1926.503(a)(1) The employer shall provide a training program for each employee who might be exposed to fall hazards. The program shall enable each employee to recognize the hazards of falling and shall train each employee in the procedures to be followed in order to minimize these hazards. 29 CFR 1926.761(b): The employer did not train each employee exposed to a fall hazard in accordance with the requirements of this section and did not institute a training program and ensure employee participation in the program: On or about December 18, 2024, the employer did not ensure employees exposed to potential fall hazards had been trained to recognize and minimize the fall hazards associated with their work in that all employees were working from heights greater than fifteen feet without fall protection.
