29 CFR 1910.147(c)(1):The employer did not establish a program consisting of an energy control procedure, employee training and periodic inspections to ensure that before any employee performed any servicing or maintenance on a machine or equipment where the unexpected energizing, startup or release of stored energy could occur and cause injury, the machine or equipment shall be isolated from the energy source and rendered inoperative: (a) 125 Stricklerstown Loop Road, Newmanstown - On or about January 3, 2025, the employer had not established a program consisting of an energy control procedure, employee training and periodic inspections which exposed employees to hazards associated with unexpected hazardous energy while servicing mobile construction equipment. Abatement certification required within 10 days after abatement date. The certification shall include a statement that abatement is complete, date and method of abatement, and states employees and their representatives were informed of this abatement.

29 CFR 1910.147(c)(5)(i): Locks, tags, chains, wedges, key blocks, adapter pins, self-locking fasteners, or other hardware were not provided by the employer for isolating, securing or blocking of machines or equipment from energy sources: (a) 125 Stricklerstown Loop Road, Newmanstown; Paint Room - On or about January 3, 2025, an employee serviced the GEHL skid loader (7810 Turbo model# GHL07810A00905088) without a method for securing or blocking the hydraulic cylinder, to prevent creating a crushing hazard from the falling arm of the skid loader. Abatement certification and documentation required within 10 days after abatement date. The certification shall include a statement that abatement is complete, the date and method of abatement, and state that employees and their representatives were informed of this abatement. Abatement documentation shall include documents demonstrating that abatement is complete, such as evidence of the purchase or repair of equipment, photographic or video evidence of abatement or other written records.
