29 CFR 1910.147(c)(4)(ii): The energy control procedures did not clearly and specifically outline the scope, purpose, authorization, rules, and techniques to be utilized for the control of hazardous energy, and the means to enforce compliance including, but not limited to, 29CFR 1910.147(c)(4)(ii)[A], 29CFR 1910.147(c)(4)(ii)[B], 29CFR 1910.147(c)(4)(ii)[C], and 29CFR 1910.147(c)(4)(ii)[D]: On or about January 14, 2025, the employer did not ensure that the hazardous energy control procedure for the Asitrade 1, 1994.960, MPC-III, Bobst G07 Module Facer MF 260, Starch Roller Unit , located in the lamination department were developed and documented to identify a specific statement of the intended use of the procedure [per 1910.147(c)(4)(ii)(A)], clearly identify the specific procedural steps for shutting down the machine [per 1910.147(c)(4)(ii)(B)] or specific procedural steps for the placement or removal of lockout devices [per 1910.147(c)(4)(ii)(C)]. The energy control procedure did not identify the specific steps and requirements for how to test the machine to determine and verify the effectiveness of locked out devices and energy control measures [per 1910.147(c)(4)(ii)(D)].
