29 CFR 1926.1053(b)(1): Portable ladders are used for access to an upper landing surface with ladder side rails not extended at least 3 feet (.9 m) above the upper landing surface to which the ladder is used to gain access; or, secured at its top to a rigid support and a grasping device, such as a grabrail, was not provided. On or about Jan. 16, 2025, on the westside of the building (new car wash building); an employee was used an extension ladder that was not extended at least three feet over the landing surface.
