29 CFR 1910.1200(e)(1): The employer did not develop, implement and maintain at the workplace, a written hazard communication program which at least describes how the criteria specified in paragraphs (f), (g) and (h) of this section for labels and other forms of warning, material safety data sheets, and employee information and training will be met, and had not developed or implemented a written hazard communication program which at included the requirements outlined in 29 CFR 1910.1200(e)(1)(i) and (e)(1)(ii): a.) 730 East Strawberry Street, Lancaster, PA - Restaurant/Kitchen- Employees were using chemicals including, but not limited to, bleach, sanitizers, and degreasing agents. The employer did not develop, implement, or maintain a workplace written hazard communication program, on or about January 23, 2025. b.) 1370 Arcadia Road, Lancaster, PA - Restaurant/Kitchen - Employees were using chemicals including, but not limited to, bleach, sanitizers, and degreasing agents. The employer did not compile a list of the hazardous chemicals known to be present using a product identifier that was referenced on the appropriate safety data sheet(s), on or about January 23, 2025. Abatement certification required within 10 days after abatement date. The certification shall include a statement that abatement is complete, date and method of abatement, and states employees and their representatives were informed of this abatement.

The employer did not provide employees with effective information and training on hazardous chemicals in their work area at the time of their initial assignment, and whenever a new physical or health hazard was introduced into their work area.
