29 CFR  1910.1200(e)(1): The employer did not develop, implement, and/or maintain at the workplace a written hazard communication program which describes how the criteria specified in 29 CFR 1910.1200(f), (g), and (h) will be met:  (a) At this location, employees engaged in bakery and restaurant work were exposed to hazardous materials, such as but not limited to; bleach, sanitizer, and floor cleaner. The employer had not developed and implemented a program which would address labeling and other forms of warnings on hazardous material containers, Safety Data Sheets, and employee information and training on the hazards associated with the hazardous materials utilized on site, and is consistent with Globally Harmonized System (29 CFR 191200(a)(1)). This exposed employees to potential skin burns and eye damage.   The written program must also contain the following: 1. A list of all hazardous materials on site; 2. The methods the employer will use to inform employees of the hazards associated with non-routine tasks involving hazardous materials, such as spills; 3. The hazards of the materials contained in piping that is not labeled, and; 4. The method the employer will use to inform other employers (contractors) of the chemicals their employees might be exposed to while performing duties at the site.

29 CFR  1910.1200(g)(8):  The employer did not maintain in the workplace copies of the required safety data sheets for each hazardous chemical, and did not ensure that they were readily accessible during each work  shift to employees when they were in their work area(s).  (a) At this location, employees engaged in bakery and restaurant work were exposed to hazardous materials, such as but not limited to; bleach, sanitizer, and floor cleaner. The employer had not maintain Safety Data Sheets for each of the hazardous chemicals onsite.

29 CFR  1910.1200(h)(1): Employees were not provided effective information and training on hazardous chemicals in their work area at the time of their initial assignment and whenever a new hazard that the employees had not been previously trained about was introduced into their work area:  (a) At this location, employees engaged in bakery and restaurant work were not provided with training on the hazardous materials (such as but not limited to; bleach, sanitizer, and floor cleaner) prior to utilizing chemicals. Employees could be exposed to skin burns and eye damage.
