29 CFR 1926.1053(b)(1): Where portable ladders were used for access to upper landing surfaces, the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface to which the ladders were used to gain access. At the jobsite located at 2548 S 42nd Street Kansas City, Kansas, employees engaged in commercial roofing activities, using a Keller 24 foot metal extension ladder, were exposed to fall hazards of approximately 15 feet from the eave of the building to the ground below. Employees were exposed in that the ladder did not extend at least 3 feet above a landing surface.
