29 CFR 1926.1053(b)(1): Where portable ladders were used for access to an upper landing surface and the ladder's length allows, the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface being accessed: (a) On or about March 11, 2025, on the north side of the residential building, employees performing roofing work activities were using a portable extension ladder to access the roof and the side rails did not extend at least three (3) feet above the landing. (b) On or about March 11, 2025, on the north side of the residential building, employees performing roofing work activities were using portable extension ladders to access to upper levels and the side rails did not extend at least three (3) feet above the landing.
